ESSER III - A Safe Return to In-person Learning

According to the Ohio Department of Education website, the recently passed American Rescue Plan (ARP) provides federal resources to support states and local school districts. The federal guidance also clarifies expectations for states and districts, including the development of a state plan that must be approved by the U.S. Department of Education before funds can be allocated.  

Local school districts must also develop plans that meet the federal and state requirements relating to the ARP ESSER funding.  Each school district has been tasked with the implementation of a well-rounded plan that will provide students with the best opportunity to return to and maintain in-person learning throughout the 2021-2022 school year.  As such, the district plans must address the following requirements:

1.  Each district plan includes, or will be modified to include, to the extent to which it has adopted policies and a description of any such policies on each of the following mitigation strategies:
  • Physical distancing
  • Handwashing and respiratory etiquette
  • Cleaning and maintaining healthy facilities, including improving ventilation
  • Contract tracing in combination with isolation and quarantine - as outlined by local and state authorities
  • Universal and correct wearing of masks
  • Diagnostic and screening testing
  • Efforts to provide vaccinations to educators, other staff and students, if eligible, and 
  • Appropriate accommodations for children with disabilties with respect to the health and safety policies
2.  Each district plan describes how it will ensure continuity of services, including but not limited to services to address the student's academic needs, and students' and staff social, emotional, mental health and other needs, which may include student health and food service.

3.  The district periodically reviews, no less frequently than every six months for the duration of the ARP ESSER grant period, and revises its plan as appropriate.

4.  The district seeks public input and takse such input into account on whether revisions are necessary and, if so, the revisions to the plan.
