Multi-Tiered System of Supports (MTSS)


MTSS is a proactive and preventative framework that uses data and instruction to support students' social, emotional, and behavioral needs. It's designed to help schools and districts organize resources to ensure that every student receives the appropriate level of support.


Team Based Leadership
Collaborative teams from student level, all the way to district level identify and assess challenges, and come up with strategies to address these challenges in order to improve student outcomes. Teams use the district's priorities, expectations, and decision rules to improve both academic and behavioral outcomes.

Evidence-Based Instruction
District-level, building-level, and teacher-based teams work collaboratively to improve core instruction using evidence-based strategies. Data collection is used to identify areas of strength and improvement.

Proactive Continuum of Supports
A continuum of supports ensures the unique needs of each student are addressed. This includes tier 1 supports, which are universal for all students, tier 2 supports, which is strategic instruction for some students, and tier 3 supports, which are intensive for individual students.

Comprehensive Assessment System
The assessment system is aligned to the continuum of supports, and allows for data-based decision making, ensuring positive outcomes for students, both academically and behaviorally.
